Bankers Favor Rail Rate Increases The American Bankers Association urged changes to banking law and state laws to attract state banks into the national system and ease check payments to minors.
In Richmond on October 15 the American Bankers Association voted to send a committee to Washington to press changes in the banking law to make membership in the national system more attractive to state institutions. The group proposed allowing entering state banks to maintain their existing business plans and to be examined by regional officials. The convention elected officers William A. Law and James J. Lynch with Seattle named for the 1915 meeting, and recommended state law changes to limit bank liability for non payment of checks and to permit minor-ordered payments. An new executive council aims to bring the public closer to bankers and improve understanding of banking.

Cotton relief bonds race heats in Senate debate
Washington fights over a $250,000,000 cotton bond plan and a five-year loan to southern states. Senator Overman proposes bonds to buy 5,000,000 bales, while McCumber seeks a cereal aid, and Hoke Smith urges action as cotton prices have plummeted from 12 to 4 cents. The debate ties relief to broader war revenue measures with urging to protect producers and workers dependent on cotton.
