Large delegations gather as the case of Leo Frank comes up for commutation review. A Chicago party arrives to present humanitarian appeals insisting doubt remains about guilt and time be allowed to prove innocence or guilt, with Mrs. M DeLemey Fisher of Chicago urging Georgia not to risk executing a likely innocent man.
The Georgia prison commission will meet this morning at nine o clock at the county courthouse to hear the petition to commute Leo M Frank from death to life imprisonment for the murder of Mary Phagan. The hearing may last a day or several days with delegations and prominent Atlantans expected to appeal. The defense will present Judge Roan’s affidavit and a letter, and William M Smith may testify on Frank's innocence.
Dimmed reports from London and Petrograd describe Austro German forces hammering to encircle Przemysl while Russian reinforcements arrive. The offensive aims to free forces for actions against Italy, with heavy casualties and stalled gains as battles persist along the San river and Yser fronts.
Reports from Queenstown to London recount multiple submarine encounters in the Atlantic. Bristol Virginia May 30 Charles Robinett a merchant of Appalachia shot and killed a young chauffeur named Carrier near Appalachia after Carrier attacked Robinett s car on the road to Stonega. Robinett armed himself and waited for the man s return following a brief argument and then killed him. Robinett was arrested.
President to inform Mexican faction leaders that time has come to halt fighting and form a government the United States can recognize. Red Cross warns famine spreads from city to city. Monterrey and Vera Cruz report severe shortages. Carranza agency disputes nationwide famine claim, saying crisis mainly in Mexico City. Continued on Page Two.
Washington reports Germany’s reply to the Lusitania note provoked deep disappointment and a grave strain in U S German relations. President Wilson plans a prompt formal note within 24 to 48 hours demanding reparations and guarantees against future submarine threats to unarmed merchant ships. He may sever diplomatic ties if the response falls short.
Berlin withholds final decision on U S demands over Lusitania sinking. Government says neutral ships not at fault will not be attacked and cites justified self defense for destroying enemy ammunition. It also notes investigations into attacks on Cushing and Gulflight and promises indemnification where neutrals were harmed.
Berlin May 30 Gottlieb von Jagow the German foreign secretary told the Associated Press correspondent that Germany sent an ad interim note to the United States to set a common factual basis before discussing Lusitania and submarine policy. He said the issues are of great importance and Germany hopes the American government will share this view and indicate points where facts differ. The note leaves room for preliminary discussion and continuation on page two.
Washington May 30 reports scattered weather notes.
