Miller defends Guerry claim on railroad tax burden
Andrews of the Southern Railway asserts Guerry’s figures misstate Georgia taxation. He compares Tennessee and Georgia methods, notes railroad property tax rises since 1892, argues railroads pay about one-eighth of state taxes while exempt lines would shift burden, and urges uniform assessment. He cites 1901 data, Georgia growth, and calls for proportional taxation.
