Debate Over Constitutional Bindings Divides Democratic Trustees
In Centre County a proposal moved to take up eight resolutions separately. A committee member argued to support the binding force of the entire Federal Constitution while opposing a specific later provision. The group voted to adopt all resolutions except the ninth, then proceeded to approve the ninth after intense discussion about the amendments and negro suffrage, with strong partisan rhetoric and applause from the floor.
