San Francisco May 23 The California railroad commission says its auditor found that United Railroads directors in 1912 approved all prior disbursements by Patrick Calhoun and authorized him to make further withdrawals. Calhoun withdrew 1 098 000 in 1913, claiming investment in Solano Irrigated farms, a project later collapsed. The commission terms the transaction a fraud and blames Calhoun and stockholders. dividend suspensions and reporting duties are imposed while indebtedness remains. Calhoun denies wrongdoing and says the commission's statement is false.
