Navy chief faulted over armor plate bids and contracts
Secretary Daniels charged the navy with deciding armor plate contracts for battleships. He cited the Pennsylvania bids where three steel firms split work at the same price and warned that such division undercuts genuine competition. He urged bidding to be based on the lowest bid by statute, not favoritism. The letters from Midvale and Bethlehem steel firms illustrated the system.
