London May 6 The House of Commons approved the coal tax by 333 to 27, imposing a shilling per ton on exported coal. The session drew packed galleries and featured Liberal and Conservative voices amid cross-voting and warnings of a possible general strike by miners and a clash between labor and parliament.

London May 7 Rome correspondent reports Mer Palewski apostolic delegate in Bombay with a nominated delegate for either Canada or the United States. Venezuela buying war materiel says Berlin correspondent in The Daily Mail inviting Krupp and others to tender for cruisers torpedo boats and the line.
Berlin May 6 The new Prussian ministry is gazetted listing Baron Rheinlien as minister of finance General Pedblelski as minister of agriculture Baron vor Hammerstein as interior portfolio holder Herr Moller as minister of commerce Hert Kraetke becomes secretary of state for the postal department Ballee Gone Nevere-ceptive PeYeon and others are noted among the ministry appointments with some unreadable portions in the garbled text.
London reports that Secretary Hay transmitted a draft Nicaragua canal treaty to Lord Pauncefote with a neutrality emphasis. Washington sources say discussions were tentative and informal, reflecting Senate views on essential treaty features. Commissioner of Internal Revenue Yerkes says the March 2 1901 tax act does not change tobacco and snuff rates, so no new stamps will be issued. Existing stamps will be sold by collectors with a 20 percent discount. Manufacturers may redeem stamps only by attaching them to packages or snuff before July set and including those packages in rebate claims. otherwise stamps must be used without discount or rebate.
Washington May 6 A claim was pled with the Spanish claims commission today on behalf of Harry McCann a near man on the ill fated Maine when she was blown up in Havana harbor asking 14000 for injuries sustained by him in consequence of the explosion A claim of 20000 was filed on behalf of Catherine Burns whose son a corporal of marines was killed by the same explosion Butler and Harwood of New York filed the claims claiming Spain was responsible directly or by negligence for the disaster
Washington May 6 Special Colonel Buck who has been in for the last week in the city is very much better now and his physician says he will be able to leave for San Francisco en route for Japan in a few days. He has been confined to his hotel room with a cold that threatened to develop into a serious case of grip if exposed.
The state department has paid the Mexican government 72000 as indemnity to the heirs of Florentino Suaste, a Mexican citizen lynched in Ta Salle county Texas in 1878. The payment was provided by Congress out of humane consideration and without reference to federal liability.
At the American Seaman's Friend Society seventy thina annuat meeting in New York on May 4 reports show missionary labor in major ports worldwide. In the United States reps have conducted work in Norfolk Savannah Wilmington Charleston Mobile Pensacola New Orleans and other ports. In the year ending March 1 the society sent out 293 loan libraries and distributed funds totaling 20 219. Meanwhile the Washington comptroller of the currency issued a call for national banks to submit statements of condition for April 24.

Authorities warn idle Black residents to work or be deported while relief and rebuilding efforts begin amid cooler weather.
A joint chamber of commerce and Merchants' Association relief committee in New York authorized $29,000 worth of supplies for Jacksonville fire victims and arranged rapid shipment. Jersey City Mayor Hoos urged public funds for food and clothing. Southern Express Company and other lines pledged cooperation to move money and supplies to relief committees for the disaster.
