A North European telegram reports Russia has asked M. Delcasse to mediate peace negotiations with Japan. Delcasse has agreed but says Lansdowne's cooperation is essential for success. The message arrived in London at noon.
President Roosevelt has accepted a Dominican proposal to control and collect the republic’s revenues to pay debts. Nominees will be drawn by the Dominican government, with the U S secretary of war nominating officers to operate in northern and southern ports. Funds will be deposited in a New York bank until settlement. if the treaty fails, money returns to Santo Domingo.
Mrs. Margaret H. Plant widow of Robert H. Plant renounced all dower and yearly support to satisfy about 300000 in claims against the late banker’s estate. Her one third life interest valued at 274000 she frees to discharge debts and gives up yearly support for herself and minor children. In Macon Special. Albany March 28 State Senator Edgar T Brackett of Saratoga today filed with Attorney General Mayer a petition seeking leave to begin an action in the name of the people to remove from office James H Hyde and Jacob Seni of New York and other directors of the Equitable Life Assurance Society for conduct against policy holders. The petition names as plaintiffs Brackett Mary Young and others of Saratoga and alleges the Hyde New York bell was funded by the society and not Hyde, and accuses Schiff of selling bonds to the society while a director. Courts have held policy holders cannot sue individually but must act through the attorney general, who declines to discuss the matter.

Federal grand jury in Chicago charges Thomas Connors of Armour & Co with attempting to influence witnesses in the beef trust probe. Shields, a former Armour employee from Brooklyn, is said to have been entertained at Armour offices and given access to a private telegraph wire. Connors was arrested briefly, released on a $5,000 bond, and denies discussion. Secret Service tracked Shields as witnesses were approached in Chicago.
St Petersburg report states Russia has outlined the terms under which it is ready to negotiate peace. Authorities emphasize that the peace question has taken practical shape thanks to the good offices of the United States and France.

Henry L. Woodward a New York attorney and brother of a judge was found dead with a bullet in the head at the Hollen den hotel Cleveland. Sixteen minutes later Ty A Brause of Toledo, a National Supply gatekeeper, shot himself in his room as well. Authorities suspect a joint plan to die together. A French ship visit to British waters is anticipated to underscore Franco British cordiality this summer.
