The reform aims to constant staffing at 130 on duty, replacing 123 patrolmen and 23 supernumeraries under the current system.

City Police Salary Dispute Sparks City Council Battle

The police board may face a legal test over whether it can alter patrolmen salaries without city council ordinance. Commissioner Patterson says the board can lower but not raise salaries. Mayor Woodward was absent, delaying comment. The police force was inspected by the board, with a changed procedure, and Chief Manly called for applicants to report for exams Thursday at 10.00.
