Washington March 20 Special 1 In a report to the navy department Rear Admiral Robley D Evans who leads the Asiatic squadron warns that assigning young midshipmen to gun crew commands on large ships is a menace to the service and dangerous to the fleet He says inexperienced midshipmen should not instruct gun crews or command turrets and urges supervision by older officers to prevent accidents and sustain marksmanship The navy faces a shortage of officers due to recent laws and Congress action did not relieve the situation for four years"}
Mobile March 20 Judge Toumin of the United States circuit court ruled in favor of SFP Shotter Company on a demurrer to a case accusing the firm of taking crude turpentine from government lands. The defense argued the suit should be in West Virginia, where Shotter was incorporated, while the government contended the United States is a citizen of every state. the government will appeal.
Circuit Judge M M Allison was arrested in Chattanooga on a fast driving charge across the county bridge over the Tennessee River. He refused to submit when taken before Enquire Ware, waived examination, and posted bond to appear in his own court. The arrest occurred as he returned from the golf course with Bank of Chattanooga president Porbasca.

Phip McDonald a one year old is held on a shooting charge after a parlor rifle discharged at Willie Hearn at his Warniers avenue home. McDonald says he unloaded the gun and the cartridge fell, then fired accidentally striking Hearn in the neck. Hearn rests as police take McDonald into custody.
Police search for a missing valuable horse owned by R. F. Shedden, an insurance man, after it broke loose from his Linden Avenue home as servants prepared horses for hitching. A boy pursued but could not recapture the animal, and the theft was reported to the police at midnight with no trace found by late hour.
W Darwin of Chicago, president of Georgia-Portland Cement, says the Panama Canal will keep cement scarce for a decade. He notes 30 million barrels needed for the project, with U.S. output about 10 million annually and widespread shortfalls. He doubts new Georgia plants will lower prices soon.
Mrs Harriet Calkins wife of Frederick C Calkins an Atlanta insurance agent died in Jackson at 1030 yesterday morning. Funeral in Jackson at 4 pm today. She was 30, married twelve years, mother of five, member of the Sacred Heart church known for charity. The family home in Atlanta is 432 Piedmont avenue.
The funeral of Major Albert A Randall a Griffins veteran cotton mill superintendent and architect was held from his Hill street residence at 3 o'clock this afternoon It was very largely attended due to his many friends.

Selma, March 20 Special Post office inspector Kileins of Cincinnati, who since February 4 has hunted Horace Jackson and Claude C Davis and Frank F Brooks, the noted post office and bank robber linked to Huntingburg robbery, captured Jackson in Selma after disguising as a tramp. Jackson denied identity but Kileins is confident. Jackson will be taken to Montgomery for a warrant and trial of his accomplices in May.
