Miners Strike in England Closes Mills and Railways
London February 29 Upwards of three quarters of a million coal miners have laid down tools by two this afternoon as the strike spreads. Meetings between the Coal Miners Federation and Coal Owners Association failed to yield concessions. The cabinet prepared measures to force a work resumption while railroad workers pledged to abstain from assembling troop trains and coal from non-authorized sources. Prime Minister Asquith indicated possible measures to compel owner authority to yield.

Decisions rendered yesterday by the railroad commission effectively bar public utilities from issuing stock to retire bonds at a premium or discount. It requires dollar-for-dollar retirement, meaning stock issues cannot fund bond retirement beyond the amount due. The Columbus Railroad Company sought 305 540 stock to retire 250 008 in bonds with 9 percent premium and 10 percent stock premium. another 176 160 stock to retire 158 545.49 of floating debt and notes. The commission allowed dollar-for-dollar retirement but prohibited excess stock for such purposes. A similar ruling applied to the Gastetc Company of Columbus for 15 000 of additional stock to retire 15 000 of outstanding bonds. the commission granted only 15 000 stock for that purpose. Additionally, the commission authorized moving the depot of the Georgia and Florida railroad from Pinehoppes, Ga., to Pendleton, eight-tenths of a mile away, with Joseph Gray and Paul B. Trammell named to investigate a Wrightsville and Tennille railroad depot petition in Plainfields, Dodge County.
