The city comptroller shall be elected quadrennially at general city elections and receive a salary set by the mayor and council for the year before election. He must post bond, and his duties and authorities may be defined by ordinance. The city may assign duties from other officers and require performance of duties necessary for comptroller duties. The mayor and council must provide for annual department reports and a system to condense and print them within cost limits.
