Capital Labour Court Suggested by Lewis

Philadelphia June 22 William Draper Lewis former dean of the University of Pennsylvania law school suggested to the United States commission on industrial relations now hearing arguments the creation of an administrative body to resolve disputes between labor and capital and to authorize a controlled secondary boycott subject to court appeal. The body should also have power to declare strikes legal in certain cases. He said most courts deem the secondary boycott illegal but could be made legal when an employer is unfair and refuses arbitration. The same would apply to employees. An employer who insists on extreme legal rights and refuses arbitration is guilty of social conduct. legal machinery is needed to correct it. He also said the rich man does not have a better chance in court than the poor man, lamenting delays by counsel as a disgrace to the American bar.
