Washington June 18 President Harding told government officials that the 12 month period ending June 30 will close with a planned surplus of about 200 million dollars and promised further economies next year. He warned officals against seeking larger appropriations than budget figures and threatened discharge for officials who urge Congress to exceed the budget. Brigadier General Lord, director of the budget, echoed the stance.
Elberfeld and Essen reports say France imposed a 20 percent tax on all food shipments to the Ruhr and Rhineland and demanded payment of transportation charges on food cars on militarized lines. German officials refuse, citing passive resistance order. France previously announced a 25 percent levy on merchandise entering occupied areas, with food claimed to be free. Locomotives and freight cars seized bolster French control of Ruhr transport, worsening food distribution as authorities plan to use tramways and trucks for delivery.

After a hearing before Recorder George F. Johnson the case against J Dailey aged 17 one of six recently arrested in connection with the theft of dry goods from a local company was dismissed. There was no evidence to warrant further detention.
