A June 13 1902 Atlanta piece advocates transforming the high school system into a city college with departments for classical scientific and commercial tracks. It argues for 12 000 students to be served locally, reducing reliance on outside colleges and aligning education with Atlanta's growth. It calls for funding, equipment, and expanded facilities to prepare youths for university and professional work.
