Hardwick Plans Tax Policy Debate With State Officials
With the June 22 gathering of the General Assembly, Governor elect Thomas W. Hardwick plans to discuss new fiscal policies. Authorities consider a near revolutionary constitutional amendment shifting main taxation to incomes and finished industrial goods, with a secondary ad valorem option to cover deficits. Hardwick questions an income tax, citing federal tax burdens, while a county notice would require sworn income details to be filed with local assessors.

Rent Hog Legislation Pushes Tax Basis Reform
A proposed revival in Atlanta seeks sworn rental figures for each city piece of property. Owners would report gross monthly earnings for the previous four years to aid tax assessors in valuing properties and verify year to year increases. Aimed at curbing “rent hog” practices, the plan would require higher rents on occupied and vacant properties, with notices of 20 to 30 percent increases and consideration by the House Ways and Means Committee.
