Freight Rates Policy Declared Legal Issue by Georgia AG
Attorney General Hart holds that flat rates favoring Georgia manufacturers over jobbers would violate both spirit and letter of the railroad commission law. The Georgia policy to reduce freight for domestically manufactured goods would risk unjust discrimination between shippers. The commission must seek other means to boost state industry without privileging manufacturers. The full opinion concerns whether rates can be set to favor manufacturers while avoiding discrimination.
