Secretary Hughes seeks release of Americans in Russia
The report says Secretary Hughes is indignant over the detention of Americans in Russia and has pressed multiple channels for their release. If his note to the Soviets fails, options include coercive measures or direct negotiations with Bolsheviks, though the administration remains reluctant to use force. Hoover’s telegram to Gorky and the number detained, eight to twenty, are noted. Soviet Russia will not quibble and Moscow is expected to accept on humanitarian grounds, potentially linking to a broader US-Russia relationship.
