Disarmament plans stir Japanese leaders in Washington

Tokio July 17 United News dispatch says former Japanese delegate Vincount Mekino may represent Japan at the disarmament conference called by President Harding. Premier Hara has declined to go in person due to language issues. Navy leaders favor Admiral Yamamoto or Minister Kato as Japan’s representative. Key figures include Shidehara and Prince Yamagata as possibilities. England, France, America, Italy, and Japan are urged to discuss arms limits, with China’s inclusion controversial. Analysts note Japan’s rights in Asia and warn against isolation if Japan refuses to participate. Premier Hara insists disarmament would benefit Japan and the world, though the process is difficult. The navy stresses Japan cannot endure unrestricted naval competition.
