Bartletts Shortage Means $33 000 Loss to the Government
Washington July 17 It was stated at the treasury department today that an investigation of the accounts of the late Major Georges A Bartlett disbursing officer shows a shortage approximating $33000 About 814000 of this amount however is said to have been innocently paid out on fraudulent vouchers presented by James W Boyd a clerk in the marine hospital service who in September last was arrested and is now in jail pending his trial for mis appropriating government funds Although Bartlett was technically responsible for payments on Boyds fraudulent vouchers the shortage in his own office will probably not exceed £19 000 The Way to Check The treasury officials have no means of knowing how long this shortage has standing but are inclined to the opinion that comparatively small amounts have been taken from time to time during a period of several years under the old system of accounting such peculations were comparatively common Several months ago however Secretary Shaw fixed an order requiring disbursing officers to redeposit in the treasury at the end of three days after each monthly payment of salaries all unexpended balances This order added materially to the work of disbursing officers and met with much opposition on the part of some of them Bonds defalcations however conform with the present system it was stated that Bartletts shortage is fully covered by a bond

Mob Members to Face a Jury
In Charlotte on July 1 the case of eleven men charged with participating in the May 26 lynching of John W Johnston at Wade sboro took a new legal turn. The grand jury returned true bills on three counts including conspiring to break and enter a jail for lynching, breaking and entering and killing, and lynching. The defense argues the 1893 statute was amended by the latest code to remove removal to Anson County, potentially quashing indictments. The court plans to hear motions to quash and remand, while defense asserts a Union jury is fair but fears double jeopardy. The judge notes a serious crime warrants speedy trial but cautions against judge-made law.
