Aldrich LUART: Won By Aldrice and Senate Tax Debate
Washington July 8 The Fourth of July session kept senators busy with administrative provisions of the bill and the Brown resolution to submit income tax to state legislatures. Rayner attacked the customs court provision, criticizing Aldrich's understanding. The court plan was amended to exclude criminal cases, salaries cut, and its five members appointed to supersede circuit courts in customs matters. The income tax resolution by Brown was adopted, submitting constitutional amendment power to levy taxes on incomes without apportionment. The measure passed the Senate Finance Committee and moves toward final passage with expected debates over the tobacco schedule.
