Washington January 30 Special Carlisle would not issue more bonds than needed for redemption while warning that Congress overstates authority. Controversy grows over using reserve funds for ordinary expenses as experts clash on legal limits amid hopes for swift finance. Ward McAllister cited as foil in debate over civil service and income tax.
In New York on January 30 two congressional special elections produced an even party split. Lemuel Quigg defeated William T. Brown by three votes in the 14th district, succeeding John Fellows as Democrat. In the 15th district Isadore Straus beat Frederick Sigrist, succeeding Asher Fitch as Democrat. Brown’s shock loss stemmed from a late, vigorous Quigg campaign amid Wilson bill and income tax agitation.
Colonel Thomas Moonlight of Kansas has been appointed minister to Bolivia. A veteran western politician and former adjutant general of Kansas, Moonlight also served as Wyoming governor, was removed after Harrison's inauguration, and has not resided in Kansas. The post replaces C. H. J. Taylor, a colored Kansas rep reassigned after failing to win confirmation.
Reports from Rio de Janeiro in January 380 describe Admiral Benham defending American interests amid conflicting claims of Admiral de Gama surrendering or continuing to resist. Insurgent actions included musket fire at ships, with American ships avoiding heavy guns while monitoring de Gama’s fleet.
London reports Rio de Janeiro dispatches stating Admiral de Gama opened fire on an American warship and soon surrendered. The Brazilian minister confirms the dispatches and predicts the revolt is near collapse within days. Admiral de Mello holds command of the Republica.
In Griffin on January 30, Judge Joan D. Stewart was laid to rest at Citizens' Cemetery after a large funeral at First Baptist Church. The cortege included ministers, the Griffin Bar Association, judges, officials, Masons, and family. Notables such as Marion Irwin of Macon and J. B. Hutchinson of Atlanta attended, with a service linking Stewart's forty years of service to David's sleep in Acts.
Despatches from the Belgic report complete annihilation of Kutschan Persia by the quake. About twelve thousand people killed and ten thousand bodies recovered. The 20 000 population city lies in death and desolation. Fifty thousand cattle perished in the disaster.

In Palm Beach Florida James McCann under liquor attacked Isaac Simmons with a large dinner bell at Simmons store. McCann cut Simmons about the head. doctor unsure if Simmons will live. Geddens stood by and warned others. McCann jailed sixty days or fined $100. Geddens thirty days or fined $50.
In Dahlonega Georgia January 30 two men attacked City Marshal Anderson Carter and Brooksher clashed with him as stones flew Carter and Anderson fought off the assault Brooksher was shot in the thigh by Anderson and Carter sustained head injuries from a pistol blow Doctors Whetchel and Slow removed the ball from Brooksher and describe both men as not dangerously hurt Anderson sports a large cheek lump from the rock blow
Palm Beach Florida January 30 special about two weeks ago Halph Richards disappeared. He was a hotel worker who recently bought a sail boat to operate as a freight boat on the lake. He set out for Juno to fetch lumber but never arrived. His boat drifted ashore and he was thought drowned until yesterday when his body was found about one mile up the lake in sawgrass at the edge. Richards came from Granser Ohio and had been in town about six months.
In Jackson Mississippi on January 36 the senatorial race remained unresolved. Final tally showed McLaurin 49 Campbell 3% Taylor 36 Lowery 20 Stone 3, with scattered votes in both houses. Populists backed Fran Ton Whit. The caucus adjourned 41 to 0 with no new legislation beyond the general appropriation bill intro.
In both houses at noon today the votes for United States senator were recorded. Mc Laurin Taylor Lowry Burkitt and scattering received varied support with Burkitt leading in some counts. In the house McLaurin Taylor Lowry and Burkitt posted 22 22 16 while Mc Laurin 18 and scattering 11 marked the split. Governor Stone drew 13 in one tally.
Owensboro Kentucky January 30 a catastrophic boiler explosion at the Boller portable mill of John Mercer near Crowhickman on the Owensboro and Nashville railroad killed five men and fatally injured another. Two bodies were found torn to atoms in a tree seventy five yards away as the scene was described in grisly terms. The blast sent a concussion through the city and left one victim unrecognizable.
Porterfield, known as Frank Porterfield, jailed for wrecking the Commercial National Bank, nears the end of a sixty day limit. No bill of exceptions or appeal steps to the United States Supreme Court have been filed, though deadline is February 6. He will be taken to Kings County Prison in Brooklyn to serve the remaining term if no further action is taken.
In Nashville on January 30 the Commercial Club formed a committee to organize a state convention within a month to discuss an 1896 centennial exposition. The plan envisions editors, congressmen, and prominent Tennesseans to attend, with broad Southern support already voiced.
In Hamilton Georgia on January 30 special report describes a fatal shooting in which Will Swint killed Sunny Pearce during a dispute over a land line. Both men were prominent county citizens and brothers-in-law, Swint having married Pearce’s sister. Pearce was valued at about $25,000 in property.
Secretary and Mrs Gresham attended a dinner for the president in Washington on a January evening. The table featured roses and favors labeled te of the valley. Guests included President and Mrs Cleveland Vice President Stevenson and many cabinet members with accompanying spouses and Miss Phinisher.
Governor William McKinley arrived in Chicago to attend the Ohio Society banquet. He was greeted at the Grand Pacific hotel by an enthusiastic crowd and declined interviews on political topics, urging free traders to speak for now.
Savannah reports Major Joann Schwarz of the First Georgia resigns today cited pressing business matters. The resignation leaves the regiment short and Captain Jordan F. Brouss is mentioned as a leading candidate to fill the post.
Dahlonega Ga January 30 Special. Floyd Jackson Ben Hatfield and Bob Howell cleaned two weeks of ore work at Yahooa mine. They earned 566 pennyweights of refined gold with no expense but their own labor. There is enough good in Lumpkin county to pay the national debt if it was only dug out.
The Daily News reports about 100 Chicago saloons closing in the past month amid a financial downturn. Many former drink spots now offer soft drinks from soda fountains and workers have lost their jobs.
Athens Ga January 30 Special Mr Jeptha H Rucker receiver of the Alliance Warehouse Company of this city today received an order from Judge Hutchins to pass a specified percent on the claims of all creditors of the company which are not involved in litigation.
