Service Pension Drive Threatens Public Building Bills in Congress
Washington January 27 special The Grand Army of the Republic pushes a service pension law that could block any omnibus public building bill this session. Speaker Cannon and other leaders weigh the political risk and consider pushing a pension measure through the House to appease veterans while delaying river and harbor and building legislation. The plan hinges on not triggering strong Southern resistance and faces possible Senate opposition but may pass House bills under pressure from pension advocates and administration backing.

Lawmakers argued that selective private pension bills favor certain members and districts over meritorious claimants. The Pension committee defends its method as fair, while critics note thousands of private pension bills exist in both houses.
