Blood Strikers win a nine hour day in Russia as labor movement asserts gains. Czar declares a state of siege in the capital. General Trepoff named governor general of St Petersburg with full powers.
Secret meetings of revolutionary groups spark fear as Petersburg braces under siege. General Trepoff, ex Moscow police chief, named governor general, presses tough measures. Banks, factories reopen slowly while troops tighten control amid widespread arrests and rising unrest across major Russian cities.
Peters burg reports that after a conference with the minister of finance employers concede a nine hour day. About 5,000 workers at the Putiloff plants return to work and other unions including printers cotton mills and brewers promise to resume. The move is described as a great victory for the men.
In St Petersburg dated January 22 and 23, posters signed by the Russian Social-Democratic Labor Party call for universal suffrage, a constitutional assembly, and abolition of class privileges. They urge arming workers, seizing arsenals, and overthrowing the emperor while warning not to injure private property. The proclamations describe brutal repression and demand immediate revolutionary action.
