WASHDTGTOB., January 21 special committee on the world's fair held its first meet Ing this morning in the room of the house com- mittee on territories All of the members were present except Messrs Hatch and Bowden Mr Springer called up his resolution providing that the shall proceed next Thursdaj to se- lect a site for the fair by ballot, and it was dis- cussed for an hour Mr Springer urged the im- portance of speedy action on the proportion He held that by its action on the Cannon resolution last weefe the house had virtually decided that the matter must be settled as early as possible and that the committee was practically under instruc- tions, and was as much bound by them as 11 they had been formulated. He argued that the bouse could not move in the matter unta it had first settled here the fair was to be held.
