Carriers may protect against low per car charges by adjusting rates rather than setting universal minimums. Riverside Mills of Augusta shipped sweeplongs to Lockland Ohio, facing an unjust 30,000 pound minimum for all car sizes when only 60 foot cars were used, leading to $90 reparation.
