State Still Short of Funds to Pay Expenses

Governor Candler and state officials released treasury statements showing cash on hand about 1.138 million dollars and expected receipts to October 1 totaling around 3.398 million. To pay two months of teachers this year and other obligations, a $200,000 to $20,000 borrowing is needed. pensioners, legislature expenses, and pensions will consume the rest, with remaining obligations scheduled for fall and next year.

Mayor Mims Annual Message on City Monopoly Debate

The mayor reports a heated debate over consolidation with Atkinson and monopoly interests. A committee was to confer with Atkinson, but disagreement halted actions and Atkinson claimed opposition caused failure. The city rejects a 1 percent proposal after five years, insisting on defense of public rights against railroad and electric monopolies. The notice of Atkinson's incorporation plan for the Georgia Railway and Electric Company signals renewed conflict. The mayor urges forming a protest committee to challenge the charter, contending streets, term limits, and reduced competition violate state law.

Loose paragraph on street railway charter protests and civic measures

A lengthy denunciation urges rejection of a proposed street railway consolidation in Atlanta. It calls for secretary protests, possible gubernatorial action, and court filings to block charters and revoke permits, arguing monopolistic danger and urging an annual occupancy charge on new firm receipts. The piece closes noting public duty, storms of growth, and a death of architect Edward Clark in Washington.
