Atlanta's Progress Praised In Mayor's Annual Message

Mayor Livingston Mims lauds Atlanta's growth and public works in last night's general council address. He warns against monopoly, praises the rapid transit viaduct, Carnegie Library, schools, sewer and street repairs, water expansion, and vigilant city attorneys while urging decisive action on franchises and municipal utilities.

Two Sessions Clash Over City Railway Prosecution

The council in session heard Mr Atkinson propose paying $90,000 for the Railway and Power company to cross the viaduct with a later 1b per cent tax on gross receipts after five years. Meanwhile the sanste judiciary committee weighed amendments to grant the city power to tax street railways as the council and its lawyers opposed Atkinson's move. The council members who supported Garrott-Pierce and the mover urged senate committee action despite opposing votes.
