In Washington February 21 special report says Democrats again refuse to vote in the House leaving a voting quorum scarce. Complete returns from most counties indicate a large Grow plurality for congressman at large, with Republicans sweeping most counties. Hancock collects only modest gains in several counties, while Lycoming flips to Republican for the first time and coal counties Schuylkill and Luzerne move Republican. Lancaster remains an exception with a reduced Grow plurality from 1892.
In Savannah on Tybee Island bondholders subscribed 19000 toward the receiver's certificates to finance rebuilding the storm swept Savannah and Atlantic railroad. The funds form a first lien on the property bearing 7 percent interest, with eight members contributing most of the sum as others consider the rest. Recovery prospects push the project forward with plans to begin work soon.
Omaha dispatch reports Governor Frank D. Johnson of Iowa warned that if the prohibitory law is not repealed or altered to aid river counties he will convene an extra legislative session. This marks his first public stance on the issue amid pressure for relief.
Erastus Wyman ex manager for R G Dun and Co was arrested in New York on forgery indictments claiming years of embezzlement totaling hundreds of thousands of dollars from Dun. He was arraigned, denied bail, and committed to the Tombs as prosecutors detail forged checks and misused funds.
About thirty freshmen at Cornell University in Ithaca New York were gassed with chlorine during their banquet by unknown sophomores. Freshmen were resuscitated amid weakness and disorientation. Authorities searched for suspects but found none.

There are no new developments in the sprinkling contract scandal, and likely none until Monday when St. Louis men O'Connell and H C Pollman appear before the board of public works to tell what they know. Nashville Tenn February 21 Special.
In Jackson Tennessee four witnesses to G. F. B. Howard's trial confessed they lied to aid his defense. They recounted how Howard recruited them after a New York World want ad, pressured them in jail, plotted to break out Brockaway and to kill attorney Bullock, and intimidated them with a pistol. The revelations elicit crowd sympathy. prosecutors plan to bring Howard back from Columbus to Jackson to face this new charge.
H P Hevener a well dressed cripple claimed New York ties to raise industrial issues for local papers. He exploited The Patriot editor Mir Barber and the chamber of commerce, collecting advance payments then fled after admitting drunken confusion. Barber refunded the loss and Hevener left town.
Governor Tillman was informed that four persons were arrested for the murder of Gage Roberson near Gaston on Friday night. Solicitor Nelson at Lexington sent the telegram announcing arrests and the governor planned to confer with Nelson. Roberson, described as a reputable citizen, was shot by masked white men while in his wife's arms, prompting indignation.
