St Elmo Massengale, praised as host at a banquet for state executive committeemen, highlighted advantages of selling W. A. actions and urged the state to expand educational facilities. Wilson received commendation for role in the event and its outcomes.
A Georgia delegation dinner at the Amstel Hotel featured Massengale as toastmaster with Governor Morris Senator Hartwick and other leaders. Ignatius T. Lincoln, former British MP and self confessed German agent who escaped custody in August 1916, was rearrested at seven oclock in front of a Broadway restaurant. He was taken to the Department of Justice for questioning and then moved to Brooklyn. Lincoln said his capture resulted from a hotel proprietor learning his identity and attempting to extort $250 for his surrender. He refused to comment to reporters. Continued on Page Four.
A long troubled history surrounds the Grand 10 House, once home to intimate vaudeville, now planned to reopen as a popular priced theater. Reports in Variety cite Loew and Shubert negotiations over rents and dispossessions, with openings aimed for March and shows drawn from prominent circuits in New York Atlanta and Philadelphia.

Governor Manning signed the Liles bill in Columbia on February 19. It mandates minimum chaingang terms for liquor sellers in South Carolina. First offenses carry six months to two years with possible suspension of all but thirty days. subsequent offenses bring one to five years with up to sixty days suspended. Fines are eliminated.
William F. Burbank, founder of the Los Angeles Record and owner of two South Carolina publications, died in a hospital in Oakland California after a brief illness. He was 53 years old.
Dentists linked with the Atlanta Chamber of Commerce endorse dental examinations in public schools to support a proposed free clinic for city children. The plan cites reduced truancy and improved health, proposing a $10 000 initial appropriation with similar efforts in New York and Bridgeport as benchmarks, and notes continued discussion on page three.
In a two city stunt the Georgia Chamber of Commerce will have Governor Herris address about one hundred fifty prominent Georgians at banquets in Rome and Athens Tuesday night. Telephones and telegraphs will relay voices and messages between the venues as speakers alternate locations and a Western Union station will collect civic updates from Georgia cities.
