Water Rate Fight Spurs City Council Action

A proposed resolution by Councilman A C Minchinnett seeks to end the 2 percent early payment discount on city water bills, directing funds to extend water mains. If approved, the effect would raise the city water rate by about 25 percent and prompt a Finance Committee hearing on the measure. The plan cites poor sanitation, contagious disease risk, and lack of mains, with opponents including local manufacturers expected to speak at the next committee meeting.

Judge Anderson Rules on Dual Office Holds In Georgia

Judge James A. Anderson, city attorney, declares it legal to hold two offices under city and state or county governments if no dual establishment is needed. He finds exceptions when one person holds mayor or school head alongside governor or state official, and notes several named officials with overlapping roles. The opinion, adopted after a council briefing, addresses Carnegie Library trustees and the Grady Hospital trustee, deeming some positions not city offices under the act while others may be restricted.
