Court Hearings Probe State Debt and Taxation Policy

Mr Terrell urged the court to follow U S Supreme Court rulings that interest on bonded debt must be taxed as part of the debt and argued the constitution 1877 would force the state into absurdity by locking up income from railroads and convict labor. He warned against treating the sinking fund as an indefinite mortgage and suggested sale of Western and Atlantic railroad could cover obligations. Justice Bleckley warned that principal debt drives interest and cautioned against legislative encroachment on funds.

Old Bears Fund Debate Shapes State Constitution Case

The argument centers on using the public property fund to pay debt and interest, with Justice Bleckley noting 1838 transfers and the rule against paying interest alone. He supports applying the fund to principal or to principal and interest, while critics cite a scheme linked to killing off bears. The court recessed to decide. Hood's Sarsaparilla is praised for healthy blood and system support.
