In a dramatic labor-related move, authorities plan martial law as governors are ordered to declare martial law to counter revolutionary forces. The order signals a severe crackdown amid escalating unrest and worker actions across regions.
The government claims battle only with red revolutionists, while the public fears white terror. Leaders of the prepre tariat and Milukoff remain in hiding as police hunt them. A general strike is called by the workmen's council and League of Leagues, with imperial ukase granting governors dictatorial powers to declare siege and wage local crackdowns.
In St Petersburg a czarist ukase grants governors and municipal authorities power to proclaim martial law if railway postal or telegraph services are disrupted. Military commanders become governors general and martial law ends only by interior minister order. The government says railway workers complaints are largely justified and vows restoration measures.
St. Petersburg reports Count Witte’s resignation as minister of the interior may be confined to legal measures. Officials say the move signals a beginning of the end for the policy of repression, with martial law implied and widespread crackdown feared across the population.

There have been complaints that lighting service in the city is inferior and rates higher than in other cities. The board of trade plans a dispassionate businesslike investigation of the whole subject. A New England syndicate controls the electric lighting plant gas plant and street railway system in Columbus.
Mutineers led by Private Schebard cling to control in barracks as machine guns loom from windows. Demands call for army reforms, amnesty for mutineers, and end of military courts. if unmet by Tuesday, mutineers threaten to march into the streets. Cossacks loyal to the government confine mutineers within the capital. The Rostafterenadiers and socialist faction influence the mutiny.
Charles B. Eames founder and vice president of the St. Louis credit clearing house was shot and killed tonight at his residence by an antique firearm he had attempted to render safe. He placed the gun in the furnace to disable it, but a misfire ended his life in the cellar.
At Apalo Newfoundland December 17 a gold cross set with rubies valued over $1,000 disappeared from the vestments of Rev Charles Coites during a church dedication service. Police search the crowd yielded no results as suspects were closely watched in the crush following the ceremony.

Public interest grows as mob law and court appeals collide with a pending execution date and a bid to commute to life imprisonment. Attorney John R Cooper secured a writ in the United States Supreme Court to stay execution. Citations will target Governor Terrell and Attorney General Hart and be served by Cooper to halt the planned hangings of Rawlings and two sons. Returns and writ of error will go to Washington with Chief Justice Fish’s grant.

First Officer L T Stow injured while saving himself. Comal and Comanche endured long delays with gale force winds and damage. pilot house, wheel broken, deck gear swept away.
In York on December 17 Patrick T. Patrick prevented the scheduled electric chair execution of a wife murderer named Johnson. Lawyers had abandoned hope for an appeal, but Patrick prepared papers and Langon swore an affidavit claiming no trial was granted, signaling possible last minute efforts.
Patrick, attorney for Johnson, obtained a stay of all proceedings as papers were sent from Sing Sing to Albany for the People of the State of New York versus John Johnson. He insists on being taken to the court of appeals when the argument date arrives.
Fire and water damage hit the wholesale furriers and automobile garment makers at 37 and 29 East Twenty-first Street. About two hundred dollars worth of fine furs were destroyed by the blaze and resulting water. The cause is undetermined and other tenants suffered heavy losses from water damage.
No details yet on the robbery of the westbound North Coast Express near Hillside Washington. W. S. Hay, superintendent of the Northern Pacific Express Company, estimates the loot at not over $400. Local company officials in St. Paul report the incident occurred December 17.
