Howard calls for probe into usury by banks in south
Representative Howard urged a thorough investigation into alleged usurious rates charged by national banks in 36 states. He cited Comptroller of the Currency figures showing widespread high rates, with Georgia banks singled out for heavy charges on loans to farmers and merchants. He pledged to exonerate patriotic banks while exposing those practicing usury and urged government action to drive out such banks. He planned hearings and asked for the Comptroller John Skelton Willan to testify on Georgia lenders.
