Rear Admiral Oliver E Peary, USN, retired, urged adoption of the Swiss system of military haming and a wide aerial coast patrol at a New York Economic Club dinner. He said the first patrol station would open at Casco Bay Maine with a hydro aeroplane and two aviators. The plan, backed by Hammond and approved by War and Navy secretaries, would place stations 100 miles apart, costing 400000 to 750000 dollars, and serve as a peace asset teaching hygiene, manliness, discipline, loyalty, and self reliance. Other speakers included Hill, Wiley, Hart, and Villard.
