Charter Will Be Necessary For Extension of the L. & N.

Walter P. Andrews explains that the Louisville and Nashville cannot build a Cartersville to Marietta link without a state charter. He argues current law prohibits such action by a foreign firm and notes no Georgia chartered path exists for absorbing the old Atlanta Knoxville and Northern. He warns of legislative delay and possible court battles before any railroad construction.

The registrar often carries over names from year to year but only a small fraction of voters are actually carried over. Debates focus on the cost of the recall election and the city deficit, with no clear funding arrangement yet. The recall effort targets Councilman Edwin F. Johnson and Police Commissioner King, and legal questions complicate signatures and eligibility.
