Portsmouth New Hampshire August 30 Actual work of drafting the treaty of Portsmouth began today. Legal advisers Mr De Martens and Mr Detitda assist as representatives for the reflective alder White that banca of peace have accepted by the pleotpatentinees. Much remains to be settled in articles especially about the China Taawin railway and territory on the Ling Tung peninsula and Port Arthur. The Russian minister Yikin, formerly manager of the Wuane Chinese bank at Pekin, aided details. Japan shows disappointment but Mr Witte's treaty victory is praised at court though met with envy. Details include Russia paying China about 75 million dollars for the Chinese Eastern railroad below Kuenchengtao.
