He notes a 43,655,221 decline from last year due to war conditions, but highlights gains from equalization and assessors. Foreign ships exempt from new seamen's law
Washington August 26 1944 Solicitor Karman of the department of commerce was asked by the bureau of navigation to decide if the new seamen s law clauses prescribing crew qualifications and the language test apply to foreign built vessels admitted to American registry under the 1914 act. A proclamation on September 4 1944 suspended survey inspection and measurement provisions for two years. Officials expect the law cannot apply before September 4 1916 to ships under registry. An attorney general opinion favors exempting vessels of nations whose laws mirror US, potentially shielding most foreign ships from the act. If foreign built ships now under registry are also exempted, the restrictions would primarily affect American built and owned ships.
