Presenting Argument Against City Tax Rate Increase
Robert B Troutman of Atlanta argues against a 20 percent tax rate rise from 1.25 to 1.50 per $100, labeling it an indirect burden via higher assessments and rents. He says the issue is systemic, not personal, and urges efficiency, economic spending, and reliance on bonds and state funds for schools rather than higher local taxes. He notes past emergency taxes, pre-war comparisons, and calls for fiscal reform before any rate hike.

Budget Law With Strong Teeth Is One of Important Features Of Florida's Fiscal System
In Florida the new budget system, effective June 15, places the governor, comptroller, and state treasurer on the budget commission. Departments must report by January 15 with itemized needs for two years, while the comptroller provides detailed state and judiciary estimates. The commission analyzes and purges these items, holds public hearings, and the legislature codes a joint budget committee process for open sessions. Florida ties highway funding to a robust state aid system and plans road projects prioritized over ad hoc building, unlike Georgia.
