Opposition to permanent rank for General Pershing surfaced in 1919
Washington residents debated the push to award General of the Army to John J. Pershing. A House military committee report opposed conferring permanent rank while noting wartime emergency ranks. Ten of twenty one committee members backed the measure, with several dissenters arguing home front service did not justify a general’s on field rank. The minority urged restraint, citing Grant Sherman and Sheridan as the only precedents.
