How Speed Mania Was Cured by Moderation and Fines
H. H. Windsor notes that cities can reduce motor vehicle deaths by enforcing a reasonable speed limit. Chicago limited speed to 15 miles per hour legally and 20 unofficially, arresting and heavily fining violators, with harsher penalties on a second offense. The single judge system created records and after a week fines fell sharply, showing rapid reform without banning cars.
