The Georgia General Assembly adjourned after a ceremonial evening session filled with expressions of goodwill. Legislators acknowledged departing members, praised conduct, and heard tributes from colleagues. Committees recommended visiting Georgia universities and normal schools, while social and dining car debates led to amendments and adoptions before adjournment.
In a tense afternoon session the House voted to recede from its opposition to the Senate amendment reducing the liquor tax, moving toward a 300 tax on barrooms and distilleries. Key figures Felder Wise Anderson and Wright debated dollars and cents, with many who backed the 800 tax switching sides to accept the Senate’s 300 proposal. The conference also settled minor tax items and adjournment plans as debate over the liquor tax continued into the night.
An Imperial manifesto announces a representative assembly for the Russian Empire, outlining its consultative role with the emperor and its limited legislative powers. The assembly will advise on laws and budgets, with suffrage based on property, excluding many urban residents, women, soldiers, and civil officials.
Elberton Georgia August 6 special events note a large barbecue in the flatwoods tomorrow with Judge R B Russell attending to speak for the candidacy for governor. He has wired acceptance and will deliver the address. On August 22 Hon Hoke Smith is slated to speak in Elberton.
Report from Thomasville Ga describes two Black men shot by a posse during a chase after the assault on Mrs Charien Outze. One suspect Jonas Robmann died of wounds, another man unknown was wounded. Emanuel Harter, alleged assailant, fled toward Dasher station and Jacksonville.
A Georgia debate over gubernatorial hopes centers on mutual friends and supposed letters. Hoke Smith denies sending a messenger to Guerry and refuses to endorse his bid, while Dupont Guerry claims James Willingham and Henry Peeples were asked to secure support and publish replies.
The New Orleans daily report notes that while today’s yellow fever deaths exceed the prior two days, total deaths remain small compared with past epidemics. Officials credit preparations and sanitation measures, including landlord screening to curb mosquitoes, with preventing a major outbreak. Dr. White tours infected districts and hospital reports show improved conditions due to organized care and early intervention.
At midnight Assistant Secretary Peirce rushed to the Wentworth Hotel to relay a message from the president. He then spoke by telegraph with the president from Oyster Bay, refusing to comment. The Associated Press notes a plan to send one Russian to Oyster Bay, as Roosevelt seeks a final compromise. Black pessimism marks Portsmouth as war news dominates.
