A weather briefing notes a mild spell for Thursday into Friday along the northern coast. Temperatures rise modestly with southerly to easterly winds shaping the day and expected fall later as a cooler front approaches.
Senator Morgan predicts Bryan will lead the Democrats on the silver plank, says Republicans backing a legal gold standard would make silver the dominant issue in the next campaign. He asserts every Democrat and bi metalist will back the Democratic nominee and that a silver man will be elected president. He also discusses Aguinaldo’s insurrection and praises Roots as secretary of war, noting unity across major parties on prosecuting the war.
Nebraskan Will Speak in Towns in His Own State. Colonel W. J. Bryan rests at his Lincoln home then starts a Nebraska tour. He will attend the Democratic state convention in Omaha next Tuesday and then speak in Missouri and Iowa. He had no comment on yesterday's conventions at Des Moines and Lexington. He hopes to return to Lincoln for rest before opening the campaign.
In Portland Maine on August 17 Amos Allen Reed's private secretary confirmed that Speaker Reed plans to resign within days. The move would enable a November special election to fill the vacancy. Allen expects to win the nomination as Reed's successor. Brooke Reports a Death in Washington notes Fritz Bonner, a Lut, died August 13 at Santiago from yellow fever, with a cable from Havana confirming the death.
Three electric street railway cars were derailed tonight on suburban lines near Chattanooga by tampering with switches. No one was hurt. Officials link the act to sympathizers of locked out union motormen. More trouble is expected Saturday and Sunday as a striker arrives to aid in the protest.
Montreal dispatch quotes General Alger, former secretary of war, telling reporters he is absolutely out of politics. He visited the Bank of Montreal to see the general manager, expressing gratitude for Canadian press coverage and noting he will not discuss the issue further.
In Detroit on August 17 delegates to the International Typographical Union adopted a constitutional amendment raising monthly dues by 10 cents per member to fund the defense fund. The measure awaits ratification by general members. The convention spent hours in executive session over Chicago stereo typer strike issues while many delegates, local printers, and editors attended a Griswold house banquet.
Chicago congressman Mann of the third district will seek a 3250 appropriation at the next Congress session to raise Confederate Mound in Chicago. The mound holds four to nine southern guards captured at Carp Douglass and to be beautified with trees and seeding for Brass.
Chicago August 17 The National Afro American council met at Bethel church to discuss a proposal for a new federal statute. It would make participation in any mob gathered to lynch a capital offense and grant U S authorities power to intervene in states or territories where mobs assemble to lynch individuals.
Berlin August 17 the Prussian Diet rejected the second reading of the Dortmund Rhine canal bill and the Dortmund Ems canal project by 212 to 29. The central canal bill also failed by 228 to 126 in the lower house marking political setback for Emperor William’s policy.
At Oregon Illinois today two hundred people were poisoned after drinking lemonade at a picnic. The illness began in the afternoon and by evening doctors were overwhelmed with calls for aid. In one physician’s office thirty patients lay on the floor awaiting care.
Report describes multiple people seized by a poisoning incident while returning home. Authorities suspect clinic acid added to lemonade sold at a roadside stand. The most severe injuries involve young children.
After sixteen years at large Winches Giordino 25 Duncan street was arrested in Indianapolis charged with murder. Identified by his Italian brother-in-law Sofia Jefet he admits killing Sabadora Di Carlo on a plantation near New Orleans Placquemine parish claiming self defense. He has lived in Indianapolis ten years as a fruit vender and may face revenge threats from friends.
In a Dewey celebration plan meeting General Butterfield read a cable from Admiral Dewey denying prior Washington visit. The message from Leghorn dated August 16 says Dewey will reach the lower bay on Friday September 21 and be ready for parade Saturday morning.
Washington dispatch reports United States Minister Russell says Venezuelan insurgents under General Citiano Castro were crushed by government troops in an eighteen hour fight. insurgent losses reach 800 with 300 government casualties. the disturbance in that section ends.
In Manila at Angeles the Twelfth regiment repelled an eight hundred insurgent assault. Three captured natives. No American casualties reported. C. R. Spencer of Kentucky and The Mania Times reporter killed yesterday during the fight.
Surgeon Fairfax Irwin of the Marine Hospital Service is ordered by Surgeon General Wyman to travel to Oporto and Lisbon to assess the bubonic plague situation in Portugal. McKinley alters travel plans delaying departure from August 25 to 26. The USS Olympia will reach Wille, France, on August 22 after leaving Leghorn.
Rennes August 17 second court martial day opens with Demange questions to General Roget. Roget defends Esterhazy while accusing Du Paty de Clam of shielding him. Dreyfus remains calm as debates about the bordereau and military dossiers unfold.
Rennes August 17 General Roget, M Bertullus, the widow of Lt Col Fienri, and Colonel Picquart testified. Mme Henri sought to contradict Bertullus by recalling her husband’s friendship with Esterhazy. Roget and Mercier defended forensic skill while Bertullus’s credibility suffered from Nice ties. Picquart to testify again. Labori shooting and a clerical shelter hypothesis drew sympathy for the clergy side.
Savannah dispatch reports the City of Augusta passengers endured a ferocious storm as the ship docked at dawn. Captain H C Baggett cites 100 mph winds, crew praised for cool handling. one man bruised rescuing a woman, others jostled but uninjured. List of Georgia passengers, including Hanson of Atlanta and Yerger of Memphis, shows several corrections. A second ship, the D H Miller, arrived later with nine passengers, its hold flooded and cargo damaged but crew faring better overall.

At Washington Indiana on August 1 a carriage with six aboard slipped from a ferry hawser as the boat swung out into White River. The victims include Mrs. Rubert Henzel, four Henzel children, and Miss Amy Dillon. The horse had just stepped aboard when the hawser parted.
Havana dispatch reports the Ward Line steamer Vigilancia from New York Aug 17 overdue for the port, but believed safe after Mexico passed her in a gale Monday. Vigilancia was last seen hove to and short of details remain.
