In Columbia South Carolina August 15 Union County votes to prohibit the dispensary by a 32 to 10 margin on over two to one basis. Dispensary forces led by Senator Cole I Bienn and attorney W Boyd Evans sought an injunction to block the election but Judge Townsend denied the request. The effort increased prohibition support as statements by Cole I Bienn and Evans on the stand offended many. A later scene at Curry's Grove Newberry involved Rev P H Derick accusing Cole I Bienn of insulting the ministry, calling him a liar as he denied remarks.
Norfolk Virginia August 8 The Jamestown Exposition Company boards offer the presidency to Henry B. George Tucker dean of the George Washington University law school Washington DC He would succeed the late General Fitzhugh Lee and is son of Senator John Randolph Tucker Tucker previously served Virginia’s ninth district in the House and later taught law at Washington and Lee University before joining George Washington University.
The Standard Oil Company of New Jersey has declared a dividend for the quarter of 6 a share, payable September 11. Previous dividends were 9 a share payable June 15 and 15 a share payable March 15, making 23 a share declared so far this year, compared with 29 a share in the corresponding period last year.
A West End meeting raised 2097.50 for Howell Park a nucleus toward a 5000 fund. Citizens pledged rapid subscriptions at Caldwell batt corner, Dr Nelms chaired, Secretary Cooper recorded donations, and plans to acquire Gordon Peeples street property for a park in memory of Captain Howell. Subscriptions exceeded the 2097.50 target, with a mass meeting to follow at the Grand opera house.
New Orleans August 16 reports show improvement in plague conditions with only sixty two new cases and one death, amid ongoing efforts by local and Cuban health officials. Dr Guileran to Lafayette and Dr Brady to Jefferson and Plaquemine Parish areas, emergency funds allocated, and a Norwegian ship case still under quarantine.
The Galveston Dallas News crop report based on 682 correspondents shows Texas down 9.02 percent from last year while Indian Territory is 6.18 percent worse and Oklahoma 7.08 percent better. Weather shifts, pests including boll worms and weevils, and drought dampen growth. picking advances in the south, but overall conditions are uneven across districts with late crops and uncertain rainfall.
Tattnall county teachers met at Reidsville for the annual Institute with Prof D L Karnet of the State Normal School directing. County school commissioner Joseph W. Smith arranged lectures and addresses by noted educators. The gathering aims to benefit and please the attendees during the week.
Washington August 16 The grand jury resumed the investigation into cotton crop report leakages with C C Clark first witness. District Attorney Head hopes to complete the probe quickly and press indictments against several, despite Peckham and Haas declining to testify. Mrs Sarah H Peckham appeared under subpoena in New York and was found not to be connected with the leak.
The Board of Regents of the Texas university elected Professor David F. Houston, currently president of the Agricultural and Mechanical College at Bryan, to succeed the late President Prather. The action was taken at Austin on August 8. Houston has long been associated with higher education leadership.
John Zebelea, a Greek former deputy sheriff, shot Lena McBride six times at the Nora Tanner house in Anniston, Ala, about 9:30 pm. After wounding her fatally he killed himself with a second shot. Jealousy is cited as the motive. Zebelea, about 40, had lived in the area for a month, previously in Birmingham.
August 18 Vicksburg mayor Mixa reports militia support for a shotgun quarantine set by Monroe citizens angered by the health board order. Mayor Forsyth appealed to Governor Miandhara for authority to fire on the troops. the governor granted it. The immediate danger faded when the militia withdrew.

Portemouth N H August 12 The world watches as peace negotiations approach a possible break with the conference to end this week or early next. Article 4 on mutual pledges and open door trade was accepted unanimously while Article 6 on Sakhalin's cession was postponed. Russian leases, Port Arthur and Dalny row linger.
