News from St Petersburg and London confirms heavy losses for Russia in late July fighting. General Sakharoff cites twenty nine officers and over a thousand men killed or wounded between July 30 and 31 with six guns abandoned as Japanese forces press northern retreat.
In Savannah, four men including John E Foye and J H Beach were arrested on warrants alleging peonage at the Foye Manufacturing Company. A stockade confinement and later work assignment were reported. The case arose from prior convictions of Black workers and may hinge on habeas corpus decisions on whether they should be released or returned to the employer. Also reported: Machinists seek higher wages with the AFL urging a wage increase in Washington yard. President to study through Secretary Morton’s forthcoming report.
The Examiner reports Union Iron Works could forfeit 18300 from the $2,899,000 contract for failing to meet speed requirements on the battleship Ohio. Official corrected time was 17.5 knots, 1.88 knots below the contract target.
Special insurance adjusters yesterday awarded Blight, Allen of Sky with damages totaling 5,525,000 the full amount of the pouch money lost in a mercantile incident. The case involved Columbia and Company and centered on the insured goods and inventory losses.

Cornwell secured the head ticket amid party harmony efforts and enthusiasm for Parker prospects.
St Petersburg August 4 Lieutenant General Zassalitch reports July 3 operations as not decisive. Japanese attack on our east front July 30 pressured the south front near Ovlisenoutoun toward Dapoutzza and Pichillagatoun. Solmonky and his detachment fought tenaciously, with heavy casualties and a captain killed, as artillery held and then ground was ceded to reinforce other positions.
Captain Z B Moon was found guilty on two charges and given thirty days suspension and a reprimand. Samuel Tibbs was found guilty on one charge and dismissed. The board’s four hour closed session yielded mixed votes on Moon and Tibbs with some members voting for discharge. The outcome included Moon’s suspension for thirty days and a reprimand while Tibbs faced dismissal. The vote details show contention among Br otherton English Mayor Howell and Nunneily with others opposing the sentence.
