Appropriation for Refugees Moves Through Senate
Washington August 2 Destitute American refugees from Mexico now quartered at El Paso win passage of a Senate measure authorizing the War Department to spend 100000 in transporting them to points in the United States they wish to reach. Senator Bailey presented the measure saying refugees are in dire need and many cannot leave El Paso. Transportation would be provided for those receiving aid shelter or sustenance from the government. The senate also heard from a Paso newspaper seeking a August 12 conference on affairs in Mexico and plans to meet the pending crisis. The special investigating committee headed by Senator Ald Smith was urged to visit the city soon but could not attend the August 12 conference. Debates touched on brutalities suffered by Americans in Mexico. An agricultural appropriation agreement modified the Nelson amendment directing the secretary to classify and segregate lands in national forests open to homestead settlement. The Bacon bureau of markets amendment was dropped. the secretary to study feasibility of such a bureau. Also discussed were merit-based dismissals in the federal service and promotions for efficiency. Astronomical observations in China were noted.

Former Taft May Lose His Jo Roosevelt Route Louisiana
New Orleans August 2 The Louisiana progressive party state convention elected thirty delegates to back Theodore Roosevelt at Chicago with each delegate holding one and a third vote. The body favored keeping a protective tariff with limited changes to shield American industry. A bid to name John Parker for vice president was dropped. Bryant accused the Washington administration of planning punishment over party ties, while others urged excluding Negroes from participation in the south.
