St Louis notes Lieutenant Governor Lee mailed his resignation to Governor Dockery and announced he would retire from politics to become a private citizen. He cited personal publicity and reform efforts as factors and expressed no regrets over relinquishing public office.
In Muskogee on April 25 officials report two Beggs store buildings damaged by dynamite amid rising race tensions. A Alabama family, the Jameses, bought property and opened a store. a taunting poster with a hanging figure appeared nightly. No injuries, plans to stay. Police monitor possible uprising.
San Domingo reports say rebel forces have captured Barahona and San Pedro de Macoris joining northern rebels to overthrow President Vasquez. A provisional government is formed with A Wos Gil as president and Miguel Febles as interior minister. The Vineta cruiser confirms Vasquez’s forces attacked on April 18 and were routed, with key officials dead or fled. Provisions run scarce and Monte Cristi faces starvation pressure as rebels tighten siege.
Major Gough led a mobile column against enemy forces near Dahop East Africa on Saturday April 21. Thirteen men were killed including two officers and four officers were wounded. The opposing force reportedly suffered about 200 casualties.

St Louis April 23 the national and international good roads convention will convene here tomorrow for a three day session. The meeting will likely be the most important since the association began with many prominent figures slated to speak including President Roosevelt General Miles General Fitzhugh Lee William J Bryan Senator John W Daniel Winston Churchill and Carter H Harrison among others
In America Georgia on April 26 a man armed with a hatch ax robbed the Dodson home at 4 pm seizing watches and valuables while terrifying the women present. Police searched for the culprit but were unable to locate him. The incident described as the hardest robbery in America, with unclear total value. In Chattanooga Colonel Charles Morton was promoted and assigned to command at Chickamauga.
In Knoxville Tennessee a canvas mail pouch with twenty four registered packages vanished from the post office last night. Route Agent J P Boger left the pouch while answering a telephone for about a minute and two unknown men were seen in the office shortly before the robbery. Police and federal detectives are aiding the search for the missing consignments.
Seven counterfeiters were arrested in Posen for making counterfeit coins, government bond coupons, and foreign currency including United States coins. American connections prompted court inquiries, but officials refused to answer questions while prisoners were examined.
Berlin April 26 Hugh J Cannon the Mormon missionary intends to appeal to Emperor William for permission for the Mormons to remain in Germany hoping the emperor's policy of religious tolerance may include the church. Cannon cites Mormon morality, denies subversion, and notes pay gamy is not taught. He sent the German edition of the Book to the emperor and empress. If expulsions are not reversed the missionaries will leave quietly. He expects U S intervention if missionaries are maltreated as in Olsenbruck Prussia where two missionaries were dragged through streets jailed and deported. Affidavits have been sent to Senators Kearns and Smoot. Converts include general policemen assigned to observe meetings.
Elaborate preparations underway in Paris for King Edward’s visit on Friday with grand fetes and state events. Jackson Mississippi April 26 Special engineer on Gulf and Ship Island road thwarted a runaway train heading downhill when six cars broke loose on a long grade near Star station. Reams reversed the locomotive and pursued for miles, stopping the cars just before collision with a passenger train following closely behind. Passengers raised a purse to thank him.
