A telegraphed report from Secretary Bryan via Dr. Herbert Parkyn says U S and Mexican forces clash. 19 Americans and 1 British subject were taken prisoner by Huerta's troops and believed to face execution. Prisoners include railway officials and engineers. captives were moved toward Cordoba or Orizaba. Admirals Fletcher and Badger hold the information.
Daily sessions of the regular joint board on strategy gather in Admiral Dewey's office with the Navy and Army general boards. Participants include Admiral Dewey, Rear Admirals Southerland and Fiske, Captain Knapp, Generals Wood, Wotherspoon, Liggatt, Crosier. Closed-door sessions shape the campaign plan for Mexico and Mexican waters.
Nuevo Laredo suffered extensive damage after Mexican federal soldiers set fires and dynamited key buildings including the United States consulate, post office, theater, flour mill, and railroad shops. W. H. Buckalew deserted the U S marine corps on March 3 leaving the gunboat Hancock at New Orleans to return to Georgia for his sweetheart and parents. He later volunteered to fight in Mexico and surrendered in Jackson, Georgia. He was sent to Atlanta and then taken to the Marine recruiting station for transfer to Fort Royal and Vera Cruz as war service continues. Buckalew said love drew him back from the navy and he could not resist.
Houston Texas April 24 The Houston Guard and a cavalry troop of the Texas National Guard were assembled awaiting orders, likely to be sent to border points. Initial orders to proceed were suspended by Governor Colquitt, with belief they would be placed under his direction in the Brownsville area if trouble arises.
Miss Helene Eberhardt a 17 year old ice cream parlor cashier at Winnie Davia on 217 Peachtree Street died after swallowing carbolic acid. Earlier she asked coworkers if they would attend her funeral if she should die. Witnesses recalled she drank multiple soft drinks during the day tipping investigators to the hazard. She died in an ambulance en route to Grady hospital.
Washington April 24 The Wilson administration focused on restoring order at Vera Cruz and planning Americans' departure from Mexico while watching the Mexico United States border for possible clashes with Mexican constitutionalists. A lengthy cabinet meeting yielded cautious optimism that war might be avoided as Villa signaled neutrality, yet officials remained wary. Military precautions intensified to safeguard the boundary and bolster the Vera Cruz expeditionary force of marines and bluejackets as Bryan discussed developments with colleagues at the State Department.
Washington D. C. April 24. Nelson O Shaughnessy American charge at Mexico City his family and staff and Consul General Shanklin and his staff arrived in Vera Cruz from the Mexican capital tonight. Rear Admiral Fletcher reported to the navy department that a train left Vera Cruz at 3 oclock carrying Captain Hugo Lieutenant Fletcher Ensign P Todd to meet him and also carrying the Maas family and about 250 Mexicans. Five miles out track was torn up for about three quarters of a mile. On the other side of the breach the train from Mexico City carried the charge d affaires and others. Mrs O Shaughnessy child and maid Captain Burnside Lieutenant Rowan Mr and Mrs Parker Mr McKenna Consul General Shanklin and 2nd staff. The train was in charge of General Corona two aides and an escort of about fifty troops. Rumor in Mexico City said no Mexicans could leave Vera Cruz and Huerta would not allow many more Americans to leave Mexico City. Mexicans in Vera Cruz have been allowed to leave but none could go out on trains. Captain Huse was told to stress this and to press for daily trains to move Mexicans from Vera Cruz to meet trains bringing foreigners from Mexico City. General Corona promised to raise the matter with Huerta.

Two bridges at Laredo suffered dynamite attempts causing deaths among Mexican workers. One Mexican was shot from a water tower while another perished blowin g up the Mexican end of the railroad bridge. American soldiers guarded the city as immigration officials faced hundreds of refugees from a burning town. The American consulate and municipal buildings at the plaza burned, spreading smoke to nearby structures. The federal garrison evacuated Nueva Laredo, leaving a largely deserted town of about 7,000 as guards remained.
