Heated Senate session ends with a 72 to 13 vote sustaining the president's Mexico policy. Republicans pressed for a declaration of war, but the majority upheld the administration, allowing the president freedom in Mexico.
Washington April 21 Reports reaching official circles late tonight that General Carranza and General Villa were about to join with the Huerta government against the United States prompted Juan F Urquidi secretary in charge of the Mexican constitutionalist agency to issue a statement denying the reports. He said sensational reports that Carranza and certain subordinates had assumed a hostile attitude to President Wilson were absolutely without foundation.
Washington April 22 The senate voted 72 to 13 to approve the administration resolution authorizing the president to employ armed forces to compel unequivocal amends for affronts from Mexico. A 47 to 35 later vote rejected Lodge’s substitute basing justification on general conditions in Mexico rather than the Tampico incident. The measure, a house substitute from the foreign relations committee, states it does not seek war against the Mexican people and heads to the house for final action. The all night session saw clashes over expanding the scope against Mexican indigenities with party splits. Amendments by Gallinger and Feigenbender were defeated. Continued on Page Three.

More than 200 Mexicans were killed at Vera Cruz today as fighting followed the landing of United States sailors and marines. Four U S marines were killed and twenty wounded in the exchange.
Washington reports Marines and bluejackets stormed Vera Cruz, capturing the customs house and a large area with four killed and twenty wounded. Mexican losses estimated around 200. The action marks the first U S clash with Huerta forces since Mexico’s 1910 revolution, prompting further demands on Huerta as Senate debates the Mexican crisis.
In Laredo Texas on April 2 two federal officers from the Nueva Laredo garrison carried a flag of truce down the river to meet rebel officers. The aim cited was consolidation of rebels and federals against the United States. In Mexico City on April 21 General Aurelio Blanquet, minister of war, was asked whether reserves would be called to the colony. He replied that contingencies would be made if necessary with every citizen in Mexico.
Less than half an hour after leaving the transport Prairie Marines landed near the water front and faced Mexican resistance. Spectators laughed as a Mexican peon shouted Viva Mexico but fighting continued with outpost fire from rooftops. By evening the tempo shifted to sporadic housetop clashes and Mexican forces retreated westward. Rear Admiral Fletcher commanded operations.
