Bacon Questions Army Officers Pay in Cuba and Porto Rico
Washington April 19 Special. Senator Bacon introduced resolutions asking the Secretary of War for details on whether any army officers serving civil duties in Cuba or Porto Rico received extra pay or emoluments beyond their military salaries and the amount spent on quarters for officers and staff in those territories. The debate touched adjournment plans and imperial policy as well as claims of lavish expenditure from funds held in trust for Cubans. The measure passed without division after exchanges about civil service, adjournment timing, and the administration’s intentions.
